| The catholic diocese of Sambalpur is committed to make the diocese a communion of communities by building up Small Christian and Human Communities based on Gospel values and to involve all sections of the people of God in planning, decision making and execution of all the projects and apostolate in the diocese in order to make the diocese a self supporting, self-reliant and self propagating community. |

| We see a four-fold goal to be achieved in the first decade of third millennium. |

| 1. To make Christian Communities strong in faith, witnessing through life and active in apostolates. |
| To build up a strong Christian Community, greater emphasis has to be laid on faith formation of the faithful at all levels. Our Small Christian Communities should be a light to the World and salt to the Earth and a leaven in the Society. |

| 2. To make the diocese a praying community. |
| “Ecclesia in Asia” says, “In Asia, home to great religions where individual and entire people are thirsting for the divine, the Church is called to be a praying Church, deeply spiritual even as she engages in immediate human and social concern. |

| 3. To make the diocese a fully participatory church. |
| Our diocese should be the model of a participatory church, where all sections of the people of God are actively involved in the life and apostolates of the Church. |

| 4. To make parishes and institutions self-supporting and self reliant. |
| Our goal for the first decade of the third millennium should be to make our parishes and institutions self –supporting with time bound programme. |
